Terutama, rumah subsidi yang diperuntukkan bagi masyarakat berpenghasilan rendah (MBR).
Berdasarkan data Pusat Pengelolaan Dana Pembiayaan Perumahan per 10 Agustus 2017, realisasi penyaluran rumah subsidi melalui Fasilitas Likuiditas Pembiayaan Perumahan (FLPP) mencapai 504.079 unit.
"Ada temuan bahwa banyak rumah yang tidak dihuni, cukup besar memang, 30 persen sampai 40 persen. Dan ketika diwawancara penghuninya, kenapa tidak dihuni karena rumahnya tidak layak untuk dihuni," kata Dirjen Pembiayaan Perumahan Lana Winayanti di Jakarta, Senin (21/8/2017).
Kendati Presiden Joko Widodo dalam sejumlah kesempatan menyatakan sudah cukup puas atas realisasi program sejuta rumah, namun Menteri PUPR Basuki Hadimuljono terus menekankan kepada pengembang untuk terus meningkatkan kualitas perumahan subsidi.
"Seperti jalan lingkungan, air bersih, sanitasi listrik seringkali enggak dapat perhatian," kata dia.
Lana mengaku, tidak sedikit konsumen rumah subsidi tidak mengetahui kualitas rumah subsidi yang hendak dibelinya.
Karena itu, Kementerian PUPR akan mensosialisaikan kepada masyarakat, bahwa ada standar yang harus dipenuhi pengembang dalam menyediakan rumah subsidi.
Standar tersebut mulai dari struktu konstruksi, lantai, dinding, hingga material yang digunakan untuk membangun rumah subsidi.
"Kenapa kualitas bahan bangunan begitu rendah? Mungkin terkait kualitas pekerjanya atau material konstruksinya," kata dia.
